The international recruitment of nurses is an increasingly important component in the recruitment strategy of nursing and healthcare companies in Germany, in order to ensure good nursing care. Some companies already have experience in this field; others are deciding to follow this path for the first time.
Since 2019, the German Competence Centre for International Skilled Workers in the Health and Nursing Professions has played a leading role in promoting public discourse, bringing together stakeholders, setting agendas, ensuring an exchange of information about examples of good practice and developing tools with the aim of ensuring that the international recruitment of nurses is practiced appreciatively, fairly, and sustainably.
The DKF is a project of the Kuratorium Deutscher Altershilfe, and funded by a grant from the Federal Ministry of Health.

Integration
Nursing and healthcare companies that recruit nurses internationally have the central responsibility for how such a process takes place – from selection of the placement path to starting work in Germany and also incorporating long-term support in the workplace. They have many opportunities to shape and control this process.
The DKF has set itself the task of supporting companies in the nursing and healthcare industry. To this end, it has developed DKF requirement fields and the Welcome Culture & Integration Toolbox. These are designed to assist internationally recruiting companies in developing suitable operational integration management which enables appreciative, participatory and sustainable international recruitment.
Appreciative
Recognition
If nurses are recruited internationally, they must go through the legally regulated recognition procedure in order to obtain a professional licence in Germany. It is important that this recognition process is also appreciative and characterised by a culture of welcome. The DKF is committed to this, in coordination with the federal and state governments as well as educational institutions and nursing and healthcare companies.
The DKF also supports the development, piloting and dissemination of innovative compensation measures – in particular INGA Pflege.

Placement
The appreciative international recruitment of nurses begins with the placement process. Regardless of whether nursing and healthcare companies are active independently abroad or through a recruitment agency, recruitment offers must be communicated fairly and transparently in advance.
On behalf of the German Federal Ministry of Health, the DKF has developed the state seal of quality “Fair Recruitment Healthcare Germany”, whose basis is enshrined in the law on ensuring quality in the acquisition of nurses from abroad. The seal of quality is awarded through the quality assurance association Anwerbung und Vermittlung von Pflegekräften aus dem Ausland e.V. as a seal of excellence from the RAL organisation. The DKF was closely involved in the implementation and continues to carry out the legally prescribed annual further development of the seal.
