Further development 2023 – 2nd revision phase
On 5 March 2024, the Federal Ministry of Health gave its approval to the second revised and thus third version of the quality and testing regulations.
The Federal Ministry of Health gave its approval in agreement with the Federal Ministry of Labour and Social Affairs and with the participation of the Federal Ministry of Education and Research, the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth, the Federal Ministry of Justice and the Federal Ministry for the Environment and Consumer Protection.
The statutory expert groups were given the opportunity to comment.
The catalogue will now be published in revised form according to the terms of the RAL quality assurance association and on the website
faire-anwerbung-pflege-deutschland.de.

“Fair Recruitment Healthcare Germany”
seal of quality
The “Fair Recruitment Healthcare Germany” seal of quality honours the ethically acceptable acquisition of nurses. It advocates providing information and maintaining transparency and fairness in the recruitment of nurses from third countries. The seal of quality can be awarded to self-organised recruiting nursing and healthcare companies as well as internationally active recruitment agencies.
Why a seal of quality?
The current shortage of nurses in Germany is a decisive bottleneck factor for hospitals and long-term nursing facilities such as geriatric care homes and outpatient care services. The nationwide training potential is currently insufficient, to fill vacancies to a sufficient extent. In order to ensure that they can meet their staffing needs, employers are increasingly following the path of recruiting nurses directly from abroad. Recruitment agencies often support this placement and recruitment.
In order to facilitate the processes of international recruitment of nurses, to make these processes more reliable and transparent and, above all, to set ethically justifiable standards in recruitment, it was decided to introduce a voluntary seal of quality within the framework of the law on ensuring quality in the acquisition of nurses from abroad.Aims
Aims
The requirements which were established are intended to provide a basis for companies in the nursing and healthcare industry to develop sound strategies for nursing staff coverage from third countries in terms of content and operationally, and to underpin staff recruitment itself with fair boundary conditions. The “Fair Recruitment Healthcare Germany” seal of quality makes the implementation of these measures visible and thereby represents a benefit for all stakeholders involved, because transparency, reliability and fairness are important both for the nurses in the country of origin and for companies in Germany.
Issuing and granting the seal of quality
The law on ensuring quality in the acquisition of nurses from abroad regulates the issue and sets down requirements on the granting of the seal of quality. The owner of the seal of quality is the Federal Ministry of Heath. The Kuratorium Deutsche Altershilfe (KDA) is the issuer.
The seal of quality is issued as a RAL quality label by the quality assurance association Anwerbung und Vermittlung von Pflegekräften aus dem Ausland e.V.
Development of the seal of quality
The German Competence Centre for International Skilled Workers in the Health and Nursing Professions (DKF), established at the KDA, has developed the quality and testing regulations relevant to the testing process, taking into account specialist expertise and relevant international norms and standards. These standards include, among others, the Guiding Principles for Business and Human Rights of the United Nations, the Labour Standards of the International Labour Organisation (ILO), the Global Code of Practice on the International Recruitment of Health Personnel of the World Health Organisation (WHO), the International Recruitment Integrity System (IRIS) standard of the International Organisation for Migration (IOM) and the Welcome Culture & Integration Toolbox of the German Competence Centre for International Skilled Workers in the Health and Nursing Professions (DKF).
The seal of quality has been tested in practice in close partnership with expert groups. The DKF will continue to be involved in the future development of the requirements of the seal of quality.

Who can apply for the seal of quality?
The seal of quality is awarded as an RAL quality assurance label and is fundamentally aimed at private recruitment companies and all nursing and healthcare organisations who are recruiting themselves. Companies who recruit personnel from abroad but who use the services of a recruitment agency to do this, cannot apply for the seal of quality.
